TDS
The deduction is a dated rule and the threshold is per year — two per cent of the contractor, ten of the professional, ten of the rent — held back, deposited by the seventh, returned each quarter.
Tax deducted at source is the one tax a hotel pays on somebody else's behalf. Every product that has ever hard-coded "2%" has been wrong within a year: the rates change in the Finance Act, the thresholds are per financial year and per section, and a vendor with a lower-deduction certificate is deducted at the certificate's rate until it expires.
The rule is dated
The statute's rates and thresholds are seeded as dated rows; the hotel's own rows override; a certificate is a row with a validity. The computation is pure: the section, the amount, the date and the year's aggregate so far give the deduction, and the year's aggregate is what decides the threshold — the bill that crosses it catches up on the ones before.
Every amount is recorded
Deducted or not, every payment under a section is a row, so the year's aggregate is a sum and not a memory. A challan for the month must equal what the month accrued; the quarter's Form 26Q is prepared in the return utility's format.
The other side
What customers deducted from the hotel is a receivable — claimed against the hotel's own tax, but only what the deductor deposited and filed shows in Form 26AS, and only that is matched.
